"Papers, please" coming May 11th. Are you ready?

Even though no one on Capitol Hill is talking about it, unless it is stopped, the provisions of The Real ID Act of 2005 (Public Law 109-13, 119 Stat 392), through the Department of Homeland Security, will require the federalization of State-issued driver's licenses by May 11, 2011.

This is the type of card the Nazi's and the communists in the Soviet Union made people carry.

The new cards, disguised as a uniform drivers' license, will be biometric. Each card will store up to a gigabyte of personal data about the card holder AND will contain a GPS tracking chip---so that means the government will know where you are at all times.

No one is talking about this... and certainly, this is something the Obama administration would like to keep quiet.

Barack Obama's America is quickly becoming Nazi Germany. Did you ever think you would experience invasive, Big Brother tactics in which uniformed officers ask: "Let me see your papers?"

I "KNOW" Barack Obama doesn't care what the U.S. Constitution says. SO WE HAVE TO CARE, AND WE HAVE TO STOP HIM.

If this battle is not waged---and won---by May 11, 2011, the American people will be carrying a federal ID card that will double as a State-issued drivers' license. You will need it to vote. You will need it to enter a federal building. You will need it to buy a plane ticket. And, believe it or not, you will need it if you are stopped while jogging in the park or sitting on your front porch. Oh, yes... and because it will be your drivers' license as well, you will need it to drive your car.

You may be wondering how in the world we could have allowed this to happen. We "allowed it" to happen because we were more concerned about terrorists than civil liberties. Congress passed the Real ID Act on May 11, 2005, creating a mandatory national standard for State-issued drivers' licenses, making the data points identical on all cards. REAL ID requires State driver's license authorities to use more stringent measures to verify Social Security numbers, birth dates, addresses, proof of citizenship and immigration status. The act prescribes 18 SEPARATE SECURITY CONTROLS that States are now required to use when issuing driver's licenses.

Before a REAL ID can be issued, the applicant must provide the following documentation:

1. A photo ID that includes his or her full legal name and birth date
2. Documentation of birth date (i.e., your birth certificate)
3. Documentation of legal status and Social Security number
4. Third party documentation showing name and place of residence.

Gaddafi: Barakeh Obama is friend

Libyan leader praises US president: 'He is of Muslim descent, his policy should be supported, as he now leans towards peace'

Libyan leader Muammar Gaddafi considers the US president a blessing to the Muslim world. In a speech published in London-based al-Hayat newspaper on Saturday, Gaddafi praised Barack Obama, called him a "friend" and said there is no longer any dispute between his country and the US.


Speaking in the Libyan city of Sirt at an event marking the 24th anniversary of an American attack on Libya, he said, "At the time, we were the target of the American cannon, the American navy challenged us in the gulf of Sirt and attacked us all along Libya's shores. America tested Libya, and the Libyan people resisted the large country, but today, thank God, the difference is great."

He said, "Now, ruling America is a black man from our continent, an African from Arab descent, from Muslim descent, and this is something we never imagined – that from Reagan we would get to Barakeh Obama."


Gaddafi stressed that Obama's presidency is "a major historical gain" and said, "He is someone I consider a friend. He knows he is a son of Africa. Regardless of his African belonging, he is of Arab Sudanese descent, or of Muslim descent. He is a man whose policy should be supported, and he should be assisted in implementing it in any way possible, since he is now leaning towards peace."


He continued, "I urge all peoples to give him this chance and to support this policy, because America is a country that, when its policy is bad – harms the world, and when it is good – it helps the world."


The Libyan leader also expressed hopes that, "the dream that Obama has for a world free of nuclear weapons will come true. This is something that no previous American president has proposed. Obama is a man who opposes wars that previous American presidents were entangled in; he has declared that he will withdraw from Afghanistan and Iraq – something which has never been proposed before."


Despite the warm sentiments towards the American leader, he stressed, "The Arabs hate America, there is no doubt. There is not an Arab that loves America, and even the leaders who the United States considers allies or friends – hate it. The external love is merely hypocrisy or pragmatism. The reason for this is clear – Palestine."


In this context he said, "The Palestinians today are like the Jews of the past – dispersed in exile and persecuted. Now the Palestinians are at a point where they deserve to have the United States on their side and not on the side of the Israelis."


He reiterated his demand to allow the millions of Palestinian refugees around the world to return to the land where, according to his vision, a nuke-free democratic state by the name of Isratine should be established.

Feds create 'fake people' in social networks to to deceive you.

The US government is offering private intelligence companies contracts to create software to manage "fake people" on social media sites and create the illusion of consensus on controversial issues.

The contract calls for the development of "Persona Management Software" which would help the user create and manage a variety of distinct fake profiles online. The job listing was discussed in recently leaked emails from the private security firm HBGary after an attack by internet activist last week.

According to the contract, the software would "protect the identity of government agencies" by employing a number of false signals to convince users that the poster is in fact a real person. A single user could manage unique background information and status updates for up to 10 fake people from a single computer.

The software enables the government to shield its identity through a number of different methods including the ability to assign unique IP addresses to each persona and the ability to make it appear as though the user is posting from other locations around the world.

Included in HBGary's leaked emails was a government proposal for the government contract. The document describes how they would 'friend' real people on Facebook as a way to convey government messages. The document reads:

* "Those names can be cross-referenced across Facebook, twitter, MySpace, and other social media services to collect information on each individual. Once enough information is collected this information can be used to gain access to these individuals social circles.
* Even the most restrictive and security conscious of persons can be exploited. Through the targeting and information reconnaissance phase, a person’s hometown and high school will be revealed. An adversary can create a classmates.com account at the same high school and year and find out people you went to high school with that do not have Facebook accounts, then create the account and send a friend request. Under the mutual friend decision, which is where most people can be exploited, an adversary can look at a targets friend list if it is exposed and find a targets most socially promiscuous friends, the ones that have over 300-500 friends, friend them to develop mutual friends before sending a friend request to the target. To that end friend’s accounts can be compromised and used to post malicious material to a targets wall. When choosing to participate in social media an individual is only as protected as his/her weakest friend."



Other documents in the leaked emails include quotes from HBGary CEO Aaron Barr saying, "There are a variety of social media tricks we can use to add a level of realness to all fictitious personas... Using hashtags and gaming some location based check-in services we can make it appear as if a persona was actually at a conference and introduce himself/herself to key individuals as part of the exercise, as one example."

Additional emails between HBGary employees, usually originating from Barr, discuss the vulnerability social networking causes.

One employee wrote, "and now social networks are closing the gap between attacker and victim, to the point I just found (via linked-in) 112 females, wives of service men, all stationed at Hurlbert Field FL - in case you don't know this is where the CIA flies all their "private" airlines out of. What a damn joke - the U.S. is no longer the super power in cyber, and probably won't be in other areas soon."

Barr also predicted a steady rise in clandestine or secret government operations to stem the flow of sensitive information. "I would say there is going to be a resurgence of black ops in the coming year as decision makers settle with our inadequacies... Critical infrastructure, finance, defense industrial base, and government have rivers of unauthorized communications flowing from them and there are no real efforts to stop it."

The creation of internet propoganda software is only one of HBGary's controversial activities. According to Wikileaks competetor and occasional collaborator Cryptome.org, several other progressive organizations were intended to be targeted including anti-war activist, anti-torture organizations and groups opposed to the US Chamber of Commerce.

Harper, Obama agree to integrate border, creating security and trade perimeter

WASHINGTON — Prime Minister Stephen Harper and U.S. President Barack Obama are seeking a sweeping deal to establish a North American security and trade perimeter, opening talks Friday that could lead to jointly operated Canada-U.S. border facilities, an integrated entry-exit system to track travellers and the deployment of "cross-designated" law enforcement officers to intercept terrorists and criminals.

Harper touted the plan as vital to both the safety and prosperity of Canadians, even as critics expressed concerns a future agreement with the U.S. could compromise the nation's sovereignty.

"This declaration is not about sovereignty. We are sovereign countries who have the capacity to act as we choose to act," Harper told reporters following an hour-long White House meeting with Obama.

"It is in Canada's interests to work with our partners in the United States to ensure that our borders are secure and ensure that we can trade and travel across them as safely and as openly as possible, within the context of our different laws. And that is what we're trying to achieve here."

The ambitious border declaration — the product of several months of behind-the-scenes preliminary work — foresees the most significant changes in the Canada-U.S. border relationship since the North American Free Trade Agreement.

Obama hailed the plan as a logical step for two countries who share the world's largest trading relationship and "are woven together like perhaps no other two countries in the world."

The U.S. president said he expected Harper to be "very protective" of Canadian values, just "as I would be very protective of the core values of the United States" throughout the upcoming negotiations.

"Obviously Canada and the United States are not going to match up perfectly on every measure with respect to how we balance security issues, privacy issues, openness issues, but we match up more than probably any country on Earth," Obama said.

The declaration issued by Harper and Obama said the two countries "intend to pursue a perimeter approach to security" by tracking potential threats before they reach North America while eliminating many of the hurdles that currently slow the flow of people and goods at the Canada-U.S. border itself.

The two leaders envision the creation of an "integrated Canada-United States entry-exit system" that would allow border agents in both countries to exchange information "so that documented entry into one country serves to verify exit from the other country."

The Canada and U.S. governments plan to put in place "common technical standards for the collection, transmission and matching of biometrics" to screen travellers in real time.

Officials will also begin negotiating the feasibility of "joint" border facilities "within and beyond" Canada and the United States, opening the possibility of shared customs facilities at overseas ports.

"We intend to work towards developing an integrated cargo security strategy that ensures compatible screening methods for goods and cargo before they depart foreign ports bound for Canada or the United States, so that once they enter the territory of either we can, together, accelerate subsequent crossings at land ports of entry," the declaration said.

Moreover, the Harper government and Obama administration plan far greater information sharing among each nation's respective law enforcement and intelligence agencies to identity potential terrorists and criminals in the U.S. and Canada — or before they arrive in either country from overseas.

Building on information-sharing among intelligence and law enforcement since the 9/11 terror attacks, Harper and Obama said they will work toward "the next generation" of integrated anti-terror and anti-crime operations with "cross-designated officers" to intercept potential threats.

Notably absent from the plans was a firm timetable for a final deal. The Canadian and American governments will establish a "Beyond the Border Working Group" that will report back to Obama and Harper "in the coming months." The leaders' declaration said the working groups will then report back on an annual basis, with their mandate to be reviewed after three years.

Harper said the border declaration "marks the start of this endeavour, not the end."

In Ottawa, opposition politicians expressed concerns that Harper government might be bartering away sovereignty in exchange for greater access to the U.S. marketplace.

"We're a country that has prided itself on welcoming immigrants and refugees from other countries. We have different standards, the Americans, on these questions," said Liberal leader Michael Ignatieff. "We have a right to do so. And if we get into a security perimeter deal that weakens Canadian sovereignty, we may end up betraying Canadian values."

Paul Dewar, the NDP foreign affairs critic, said, "the question is what is the cost and what effects will it have on Canadian sovereignty."

Bloc Quebecois house leader Pierre Paquette said his party still has concerns that the security perimeter is being negotiated behind closed doors instead of being debated in Parliament in a transparent manner.

"We are in favour of a security perimeter," said Paquette. "We believe we need something like this to facilitate the mobility of people and goods, but we want it to be done through a transparent debate where there is a balance between security, trade and fundamental freedom."

In a statement of principles, Obama and Harper said they "recognize the sovereign right of each country to act independently in its own interest."

Officials intend to "formulate jointly Canada-United States privacy protection principles" to add safeguards for citizens of each country.

In exchange for the greater co-operation — and U.S. influence — over security issues, the two governments hope to speed trade by expanding trusted traveller programs, adopting common product standards and harmonizing customs rules for goods crossing at the border or at pre-clearance facilities away from the border.

"We're launching a new effort to get rid of outdated regulations that stifle trade and job creation," Obama said. "We need to obviously strike the right balance, protecting our public health and safety and making it easier and less expensive for American(s) and Canadians to trade and do business — for example, in the auto industry."

Canadian and U.S. officials are also seeking a joint approach to beefing up infrastructure at the top 10 publicly owned ports of entry.

Harper and Obama plan to establish "binational port of entry committees" to co-ordinate planning and funding of border infrastructure.

Once upon a time, the United States was the greatest industrial powerhouse that the world has ever seen. Our immense economic machinery was the envy of the rest of the globe and it provided the foundation for the largest and most vibrant middle class in the history of the world. But now the once great U.S. economic machine is being dismantled piece by piece. The U.S. economy is being gutted, neutered, defanged, declawed and deindustrialized and very few of our leaders even seem to care. It was the United States that once showed the rest of the world how to mass produce televisions and automobiles and airplanes and computers, but now our industrial base is being ripped to shreds. Tens of thousands of our factories and millions of our jobs have been shipped overseas. Many of our proudest manufacturing cities have been transformed into "post-industrial" hellholes that nobody wants to live in anymore.

Meanwhile, wave after wave of shiny new factories is going up in nations such as China, India and Brazil. This is great for those countries, but for the millions of American workers that desperately needed the jobs that have been sent overseas it is not so great.

This is the legacy of globalism. Multinational corporations now have the choice whether to hire U.S. workers or to hire workers in countries where it is legal to pay slave labor wages. The "great sucking sound" that Ross Perot warned us about so long ago is actually happening, and it has left tens of millions of Americans without good jobs.

So what is to become of a nation that consumes more than it ever has and yet continues to produce less and less?

Well, the greatest debt binge in the history of the world has enabled us to maintain (and even increase) our standard of living for several decades, but all of that debt is starting to really catch up with us.

The American people seem to be very confused about what is happening to us because most of them thought that the party was going to last forever. In fact, most of them still seem convinced that our brightest economic days are still ahead.

After all, every time we have had a "recession" in the past things have always turned around and we have gone on to even greater things, right?

Well, what most Americans simply fail to understand is that we are like a car that is having its insides ripped right out. Our industrial base is being gutted right in front of our eyes.

Most Americans don't think much about our "trade deficit", but it is absolutely central to what is happening to our economy. Every year, we buy far, far more from the rest of the world than they buy from us.

In 2010, the U.S. trade deficit was just a whisker under $500 billion. This is money that we could have all spent inside the United States that would have supported thousands of American factories and millions of American jobs.

Instead, we sent all of those hundreds of billions of dollars overseas in exchange for a big pile of stuff that we greedily consumed. Most of that stuff we probably didn't need anyway.

Since we spent almost $500 billion more with the rest of the world than they spent with us, at the end of the year the rest of the world was $500 billion wealthier and the American people were collectively $500 billion poorer.

That means that the collective "economic pie" that we are all dividing up is now $500 billion smaller.

Are you starting to understand why times suddenly seem so "hard" in the United States?

Meanwhile, jobs and businesses continue to fly out of the United States at a blinding pace.

This is a national crisis.

We simply cannot expect to continue to have a "great economy" if we allow our economy to be deindustrialized.

A nation that consumes far more than it produces is not going to be wealthy for long.

The following are 21 signs that the once great U.S. economy is being gutted, neutered, defanged, declawed and deindustrialized....

#1 The U.S. trade deficit with the rest of the world rose to 497.8 billion dollars in 2010. That represented a 32.8% increase from 2009.

#2 The U.S. trade deficit with China rose to an all-time record of 273.1 billion dollars in 2010. This is the largest trade deficit that one nation has had with another nation in the history of the world.

#3 The U.S. trade deficit with China in 2010 was 27 times larger than it was back in 1990.

#4 In the years since 1975, the United States had run a total trade deficit of 7.5 trillion dollars with the rest of the world.

#5 The United States spends more than 4 dollars on goods and services from China for every one dollar that China spends on goods and services from the United States.

#6 In 1959, manufacturing represented 28 percent of all U.S. economic output. In 2008, it represented only 11.5 percent and it continues to fall.

#7 The number of net jobs gained by the U.S. economy during this past decade was smaller than during any other decade since World War 2.

#8 The Bureau of Labor Statistics originally predicted that the U.S. economy would create approximately 22 million jobs during the decade of the 2000s, but it turns out that the U.S. economy only produced about 7 million jobs during that time period.

#9 Japan now manufactures about 5 million more automobiles than the United States does.

#10 China has now become the world's largest exporter of high technology products.

#11 Manufacturing employment in the U.S. computer industry is actually lower in 2010 than it was in 1975.

#12 The United States now has 10 percent fewer "middle class jobs" than it did just ten years ago.

#13 According to Tax Notes, between 1999 and 2008 employment at the foreign affiliates of U.S. parent companies increased an astounding 30 percent to 10.1 million. During that exact same time period, U.S. employment at American multinational corporations declined 8 percent to 21.1 million.

#14 Back in 1970, 25 percent of all jobs in the United States were manufacturing jobs. Today, only 9 percent of the jobs in the United States are manufacturing jobs.

#15 Back in 1998, the United States had 25 percent of the world’s high-tech export market and China had just 10 percent. Ten years later, the United States had less than 15 percent and China's share had soared to 20 percent.

#16 The number of Americans that have become so discouraged that they have given up searching for work completely now stands at an all-time high.

#17 Half of all American workers now earn $505 or less per week.

#18 The United States has lost a staggering 32 percent of its manufacturing jobs since the year 2000.

#19 Since 2001, over 42,000 U.S. factories have closed down for good.

#20 In 2008, 1.2 billion cellphones were sold worldwide. So how many of them were manufactured inside the United States? Zero.

#21 Ten years ago, the "employment rate" in the United States was about 64%. Since then it has been constantly declining and now the "employment rate" in the United States is only about 58%. So where did all of those jobs go?

The world is changing.

We are bleeding national wealth at a pace that is almost unimaginable.

We are literally being drained dry.

Did you know that China now has the world's fastest train and the world's largest high-speed rail network?

They were able to afford those things with all of the money that we have been sending them.

How do you think all of those oil barons in the Middle East became so wealthy and could build such opulent palaces?

They got rich off of all the money that we have been sending them.

Meanwhile, once great U.S. cities such as Detroit, Michigan now look like war zones.

Back in 1985, the U.S. trade deficit with China was about 6 million dollars for the entire year.

As mentioned above, the U.S. trade deficit with China for 2010 was over 273 billion dollars.

What a difference 25 years can make, eh?

What do you find when you go into a Wal-Mart, a Target or a dollar store today?

You find row after row after row of stuff made in China and in other far away countries.

It can be more than a bit difficult to find things that are actually made inside the United States anymore. In fact, there are quite a few industries that have completely and totally left the United States. For certain product categories it is now literally impossible to buy something made in America.

So what are we going to do with our tens of millions of blue collar workers?

Should we just tell them that their jobs are not ever coming back so they better learn phrases such as "Welcome to Wal-Mart" and "Would you like fries with that"?

For quite a few years, the gigantic debt bubble that we were living in kind of insulated us from feeling the effects of the deindustrialization of America.

But now the pain is starting to kick in.

It has now become soul-crushingly difficult to find a job in America today.

According to Gallup, the U.S. unemployment rate is currently 10.1% and when you throw in "underemployed" workers that figure rises to 19.6%.

Competition for jobs has become incredibly fierce and it is going to stay that way.

The great U.S. economic machine is being ripped apart and dismantled right in full view of us all.

This is not a "conservative" issue or a "liberal" issue. This is an American issue.

The United States is rapidly being turned into a "post-industrial" wasteland.

It is time to wake up America.

THE MUSLIM BROTHERHOOD'S "PROJECT" FOR ISRAEL AND AMERICA

In 1982 the Muslim Brotherhood, which Islam expert Robert Spencer has called "the parent organization of Hamas and al Qaeda," adopted a strategic plan known as "The Global Project for Palestine" which laid the groundwork for a terrorist "secret apparatus" that eventually would culminate in the creation of Hamas in December 1987 and the unveiling of the Hamas charter in August 1988. A 14-page plan written in Arabic and dated December 1, 1982, the Project outlined a 12-point strategy to “establish an Islamic government on earth.”

What makes the Project so different from the standard Islamist rhetoric (i.e., “Death of America! Death to Israel!” and “Establish the global caliphate!”), is that it represents a flexible, multi-phased, long-term approach to the “cultural invasion” of the West. Calling for the utilization of various tactics, ranging from immigration, infiltration, surveillance, propaganda, protest, deception, political legitimacy and terrorism, the Project has served since its drafting as the Muslim Brotherhood “master plan.” The following tactics and techniques are among the many recommendations made in the Project:

* Networking and coordinating actions between likeminded Islamist organizations;
* Avoiding open alliances with known terrorist organizations and individuals to maintain the appearance of “moderation”;
* Infiltrating and taking over existing Muslim organizations to realign them towards the Muslim Brotherhood’s collective goals;
* Using deception to mask the intended goals of Islamist actions, as long as it does not conflict with Shari’a law;
* Avoiding social conflicts with Westerners locally, nationally or globally, that might damage the long-term ability to expand the Islamist powerbase in the West or provoke a backlash against Muslims;
* Establishing financial networks to fund the work of conversion of the West, including the support of full-time administrators and workers;
* Conducting surveillance, obtaining data, and establishing collection and data storage capabilities;
* Putting into place a watchdog system for monitoring Western media to warn Muslims of “international plots fomented against them”;
* Cultivating an Islamist intellectual community, including the establishment of think-tanks and advocacy groups, and publishing “academic” studies, to legitimize Islamist positions and to chronicle the history of Islamist movements;
* Developing a comprehensive 100-year plan to advance Islamist ideology throughout the world;
* Balancing international objectives with local flexibility;
* Building extensive social networks of schools, hospitals and charitable organizations dedicated to Islamist ideals so that contact with the movement for Muslims in the West is constant;
* Involving ideologically committed Muslims in democratically-elected institutions on all levels in the West, including government, NGOs, private organizations and labor unions;
* Instrumentally using existing Western institutions until they can be converted and put into service of Islam;
* Drafting Islamic constitutions, laws and policies for eventual implementation;
* Avoiding conflict within the Islamist movements on all levels, including the development of processes for conflict resolution;
* Instituting alliances with Western “progressive” organizations that share similar goals;
* Creating autonomous “security forces” to protect Muslims in the West;
* Inflaming violence and keeping Muslims living in the West “in a jihad frame of mind”;
* Supporting jihad movements across the Muslim world through preaching, propaganda, personnel, funding, and technical and operational support;
* Making the Palestinian cause a global wedge issue for Muslims;
* Adopting the total liberation of Palestine from Israel and the creation of an Islamic state as a keystone in the plan for global Islamic domination;
* Instigating a constant campaign to incite hatred by Muslims against Jews and rejecting any discussions of conciliation or coexistence with them;
* Actively creating jihad terror cells within Palestine;
* Linking the terrorist activities in Palestine with the global terror movement; and
* Collecting sufficient funds to indefinitely perpetuate and support jihad around the world.

As an outgrowth of this Project, in May 1991 the Muslim Brotherhood issued to its ideological allies an explanatory memorandum on "the General Strategic Goal for the Group in North America." Explaining that the Brotherhood's mission was to establish "an effective and ... stable Islamic Movement" on the continent, this document outlined a "Civilization-Jihadist Process" for achieving that objective. It stated that Muslims "must understand that their work in America is a kind of grand Jihad in eliminating and destroying the Western civilization from within and 'sabotaging' its miserable house by their hands ... so that ... God's religion [Islam] is made victorious over all other religions."

According to in-house memos now circulating, the DHS has issued orders to banks across America which announce to them that "under the Patriot Act" the DHS has the absolute right to seize, without any warrant whatsoever, any and all customer bank accounts, to make "periodic and unannounced" visits to any bank to open and inspect the contents of "selected safe deposit boxes."

Further, the DHS "shall, at the discretion of the agent supervising the search, remove, photograph or seize as evidence" any of the following items "bar gold, gold coins, firearms of any kind unless manufactured prior to 1878, documents such as passports or foreign bank account records, pornography or any material that, in the opinion of the agent, shall be deemed of to be of a contraband nature."

DHS memos also state that banks are informed that any bank employee, on any level, that releases "improper" "classified DHS Security information" to any member of the public, to include the customers whose boxes have been clandestinely opened and inspected and "any other party, to include members of the media" and further "that the posting of any such information on the internet will be grounds for the immediate termination of the said employee or employees and their prosecution under the Patriot Act."

If people have their emergency money in a safe deposit box or an account in a bank that closes, they will not be allowed into the bank to get it out. They can knock on the door and beg to get in but the sheriff’s department or whoever is handling the closure will simply say “no” because they are just following orders.

Deposit box and account holders are not warned of the hazards of banking when they sign up. It is not until they need to get their cash or valuables out in a hurry that they find themselves in trouble.

Rules governing access to safe deposit boxes and money held in accounts are written into the charter of each bank. The charter is the statement of policy under which the bank is allowed by the government to do business.

These rules are subject to change at any time by faceless bureaucrats who are answerable to no one. They can be changed without notice, without the agreement of the people, and against their will.

People can complain but no one will care because this is small potatoes compared to the complaints that will be voiced when the executive order that governs national emergencies is enforced.

That order allows the suspension of habeas corpus and all rights guaranteed under the Bill of Rights.

A look at the fine print of the contract signed when a safety deposit box is opened reveals that in essence the signer has given to the bank whatever property he has put into that deposit box. When times are good people will be allowed open access to their safe deposit box and the property that is in it. This also applies to their bank accounts.

But when times get really bad, many may find that the funds they have placed on deposit and the property they thought was secured in the safe deposit box now belong to the bank, not to them. Although this was probably not explained to them when they signed their signature card, this is what they were agreeing to.

During the Great Depression in the early 1930’s people thought that many banks were going to fail. They were afraid they would lose their money so they went in mass to take it out, in what is known as a run on the banks. The government closed the banks to protect them from angry depositors who wanted their money back.

Throughout history, governments have acted to protect the interests of banks and the wealthy people who own them, not the interests of depositors or box holders.

In a time of emergency, people will have no recourse if access to their safe deposit box and bank accounts is denied. If they are keeping money in a bank that would be needed in an emergency or in a time when credit is no longer free flowing, they may not be able to get it out of the bank. The emergency may occur at night or on a weekend or holiday when the bank is closed.

The solution is to take emergency cash or valuables out of the safe deposit box or bank account and secure them somewhere else, like in a home safe. An even better idea may be to close the safe deposit box account completely, letting someone else entertain the illusion of safety.

Americans have learned a few things since the Great Depression. They now have the FDIC to liquidate any failed banks.

The FDIC promises to set up a series of dates and times when safe deposit box renters can access their boxes by appointment to remove their property and surrender their keys. The FDIC also promises to mail bank customers an announcement of the dates for such events and include a question and answer page that addresses safe deposit box access.

The people have the FDIC to give them back the money they had on deposit that they were unable to get out of any failed bank that carries FDIC insurance. Sheila Bair, head of the FDIC, promises that depositor`s money will be available in 24 hours or less. But people should remember that the FDIC is just another bureaucracy, and it`s probably best not to rely on a bureaucracy in an emergency.

Coming Soon: A 300-Percent Increase in Foreclosures

At Calculated Risk, Tom Lawler, a real estate economist and former risk policy veep at Fannie Mae, tries to figure out how many people have actually lost their homes to foreclosure, short sales or deed-in-lieu desertions. The answer: Not enough. Lawler (who is now living the life of Riley on a Virginia farm) says the number of foreclosures that have been completed so far is a drop in the bucket compared to the number of loans that have gone bad:

On the other hand, the above numbers could well OVERSTATE significantly the number of homeowners who lost their primary home either to foreclosure or to a short sale. A “significant” % of completed foreclosure sales has been completed foreclosures on non-owner-occupied homes, though estimates vary as to what that % has been. In addition, not all short sales have involved homeowners “involuntarily” leaving their home, but who instead wanted to (for economic or other reasons) move and who were able to negotiate a short sale with their lender.

So what is the right number for folks who lost their residence to foreclosure, a short sales, or a DIL? I don’t rightly know.

It is pretty clear, however, that overall foreclosure moratoria, foreclosure delays, modifications, and other workout activity continued to keep the number of homeowners who “lost” their homes to foreclosure massively lower than one would have expected given the delinquency/in foreclosure numbers.

So what will this mean when the last moratorium is lifted, the last show-me-the-note lawsuit gets thrown out of court, and the last loan modification has failed? Well by that time you’ll probably be able to buy property on a planet orbiting some nice warm star in Constellation Cygnus. But there could be roughly three times as many homes on the market as there are now. Lawler points to 1,445,000 completed foreclosures and short sales at the end of 2010, compared with 4,296,01 mortgages that are past due by 90 days or more.

Last sold in 2010 for $950,000.Getting a handle on the shadow inventory is more than just a way to fill up the time between Sunday afternoon looky-loos. You should feel for these foreclosed people because they’ve lost their jobs – even though in most cases they haven’t lost their jobs. You should be worried about how foreclosure drives up neighborhood crime – even though it doesn’t. And be afraid, be very afraid of the failure of the Home Affordable Mortgage Program to keep hardworking American working families who work hard in America from losing their homes – even though the HAMP is actually designed to buy time for the banks. And if you really want to drop tears as fast as the Arabian trees their medicinal gum, read up on HAMP's underwhelming numbers, ineffectiveness, and costly efforts to limit redefaults.

Speaking of redefaults, the OCC/OTC Mortgage Metrics report is out for the third quarter of 2010, and the results are barely less horrific than they were in the previous report. Just under half (47.6 percent) of modified loans are 30 days or more overdue (strong likelihood of permanent default) within a year; more than a third (36.7 percent) are 60 days overdue (near certainty of permanent default) and nearly a third (29.8 percent) are 90 days overdue (for God’s sake, get out of the house). Just to be clear: These are mortgages that the bank – frequently with backstopping from the taxpayers – has already fixed up once.

Redefault rates are showing gradual improvement, but the numbers are still pathetic. A quarter of all modified loans go bad after six months. To get even B-minus performances you have to make serious reductions in the borrower’s monthly payment. A third of bad borrowers who have had their payments reduced by up to 10 percent still default again; more than a quarter default after having their payment reduced between 10 percent and 20 percent. And 14.6 percent who have had their mortgage payments cut by more than 20 percent still manage to default within half a year. That goes beyond bad personal finance and becomes an achievement you have to respect.

Loans modified under HAMP actually have much better performance than other modifications. But the numbers are so poor all around that you shouldn’t hold your breath waiting to hear arguments for the success of the program. At this point the consensus that HAMP has failed seems pretty much unassailable. Which is just as well: If HAMP actually worked as promised, it would cost us almost a trillion dollars.
